He violated her rights by getting rough with her instead of being patient and placing the patient's safety above the minor situation. Long story short I had to call 911 for my friend who had alcohol poisoning and sure enough the cops wanted to arrest him for no reason and the EMTs were like "yeah this man is clearly dying so we're taking him in" and the cops were all pouty. NYC is notorious for this.
