There is no one else even close.... that I am aware of. Maybe someone from Latin America could be President of the United States someday.

Russell Means (1939-2012), the American-Indian (Oglala Sioux) activist and actor (Chief Chingachgoo* in "The Last of the Mohicans") is of one of the country's most famous Native Americans. In this unscripted monologue, delivered June 9, 1993 from a junk site in Gallup, New Mexico, Means (then 54) calls our attention to environmental injustices, telling us that even western science has verified that the earth is a living organism in space (as Dr. James Lovelock, and then Dr. Lynn Margulis, hypothesized in the 1970's about the planet's interacting systems, defining the Gaia Theory). Means tells us, "Mother Earth is what its all about...She's a live being... She hurts, she feels, like you and I." The monologue was originally shown at the end of the play, "Wheels Over Indian Trails" based on his life. Coming from a long oral tradition, Means felt information, especially that about the big environmental picture, shared by all life on earth, should be out there, free to be heard. He liked the Internet age for that reason.

Does the birthplace have to be USA at the actual time of birth, does it have to be USA at the time of running, or both?

I was assuming they meant "of Hispanic descent", and just phrased it in an odd way.

Especially since there's an argument to be made that most Hispanics are just Native Americans anyway, in a sense. While the French mostly ignored local natives and the English/English-descended Americans went with the policy of killing most of them and taking all their stuff, the Spanish mainly just interbred with the natives and forced them to convert to Catholicism. Most Hispanic people in South and Central America probably trace their family trees back to at least some pre-Colombian natives.

Which is why I often like to point out that when people complain about how Hispanics are predicted to be the majority population in the US by 2050, in a way it's just the original natives moving back into their old lands and taking them back from the people who stole them in the first place.

(Though it's obviously more complicated than that - but historical demographics usually are.)

If you're born in Ontario tomorrow, and the US conquers Canada next week, you're still technically not born in the US.

But US borders aren't all that likely to expand any time soon, so that's probably not really a factor.

...I just remembered as I was posting that this scenario isn't actually all that different from Napoleon. He was born on Corsica shortly after it was annexed by France, so he counted as a French citizen by birth. But his family was actually Italian before that, and people have pointed out in the past that had he been born before the French conquest, he might not have been able to rise as high in the French military (and beyond) as he did, because his status would technically be different.

No, they dont. It just so happens that almost all of them have been so far (with a possible exception of some random one).

"The Constitution lists only three qualifications for the Presidency the President must be at least 35 years of age, be a natural born citizen, and must have lived in the United States for at least 14 years. "

While there are some questions regarding what actually constitutes a natural born citizen, it mostly revolves around requirements of the parents citizenship, they all agree on having to be born on US soil.

Being a natural-born citizen and being born in the USA are two different requirements.
