That's a spillway. It's there so that the water doesn't get too high and start spilling over the dam itself, which would destroy it.

Is some of it missing? There's clearly some kind of structure under the water in the first pic that isn't there in the second.

Theres nothing missing. its just a walkway for access as far as I can tell. The water came up just above the bottom of it in 83 and now you can see its not a solid wall.

Look at where the water is breaking... draw an exact line from that point on the dry picture.

There is no way the water would spill in such a fashion without a structure beneath it.

It's a reservoir wall.

They retract.

That's how dams work.

The point is that the water level is far below what it would need to be to even consider raising the walls.

Also, things I found out while looking at pictures of the spillway....

  1. The 1983 picture is deceiving. That is NOT the lake's normal water level. The lake was up high due to flooding. This is the only time in the dam's entire history where water naturally spilled over into the spillway.
  2. The water only went over the spillway twice. Once in 1983 (pictured) and when they tested it when the dam was first built.

Do they? OK. I just couldn't find a single picture online of them being raised. To me it just looks like some kind of structural reinforcement. I'd love to see a picture of them raised if anyone can find it.

I gave context. It rained a shit ton in 1983 and the lake flooded to it's highest point ever. That's the first picture. The lake level is down. But the difference between the two pics isn't a fair comparison.

Each spillway has four steel drum gates, each 100 feet long and 16 feet high. These gates can't stop the water going into the spillway, but they do allow an additional 16 feet of water to be stored in the reservoir. Each gate weighs approximately 5,000,000 pounds. Automatic control with optional manual operation is provided for raising and lowering the gates. When in raised position a gate may be held continuously in that position by the pressure of water against its bottom, until the water surface of the reservoir rises above a fixed point, when by action of a float the gate is automatically lowered. As the flood peak decreases, the gate can be operated manually so as to gradually empty the flood control portion of the reservoir without creation of flood conditions down stream. The spillways have been used twice. The first time, in 1941, was a test of the system. The second time, in 1983, was for a flood.
