they have your info, but they give the wrong VIN/policy number/address//phone number. Why would someone ever obligated to give out their insurance to a stranger other than "it's the law" or "it's the right thing to do"?

because when an investigation pops up, which it will pop up by the police or your insurance company, if the other person gave fake information that's a jailable offense.

Nothing really. I know a guy that whenever he dings someone, the first thing he does is press this little button he rigged in his back seat that slides a fake license plate over his real one before he steps out of his car to go talk with the person. Then he has a premade insurance card and driver's license that he gives to them, walks em over to his "license plate" just to make sure they "got a good look at it", fakes getting all their shit, pushes the button to take the fake plate off, then rides off into the sunset.

someone did that me once. dude t-boned me as I was headed to work in the morning. I was young and it was my first time being in an accident so I had no clue what info to look for. dude gave me a fake name, phone number, etc. Best part was the fake street address he gave didnt realize until later that the address he gave me was literally the same street he hit me on, just with a random number

For a while the cops in my area werent responding to accidents anymore unless there was a serious injury involved. Now they are responding again. always get a police report if you can.

I would presume that there is a rigorous legal process where your personal records are searched for retroactive verification subsequent to an automobile accident, but I could easily be mistaken.

311 for car accidents if it's not a serious accident. and the police are trained to determine who is at fault. that is where the accident report comes into play.

That guy could steal so much fuel... Pretty sure the only way they can catch people doing that is through CCTV footage of the licence plate

Depends. Let's say you hit me, give a fake name and insurance and drive off. If your license plate was on your car, I can snap a picture of that during the info exchange. They can track the registered owner through that. Same with the VIN number. Police show up at your house, and see your dented car that matches what I showed/described. Now, instead of a minor fender bender, you're on the hook for multiple misdemeanor charges and they can potentially suspend your license if you don't actually have proof of insurance.

People have also found hit and run drivers by taking a picture of their face and finding them on social media.

So... if you have valid insurance and a valid license, it's not worth the hassle of lying. Most people won't care about coming in contact with you, once they pass that info on to their insurance.

Yes. And in California, highway patrol will show up, even for minor accidents, if it's in their jurisdiction (highways and unincorporated cities). Local PD might not show up unless there are injuries. Always better to have a police report for accidents. They will typically investigate and list someone as the primary cause of the collision. Super helpful for insurance claims to prove it wasn't your fault.
