The caped figures at the ~~Reunion/Crater~~? They're new to Remake, they look like Harry Potter Dementors. Their actual name is "Whispers", and their purpose is to preserve fate. They appear because "something" has disrupted the timeline and is causing different things to happen, and are attempting to course-correct so things play out how they're supposed to.
