This more or less. Even if Mixing was Scotty, Im pretty sure he plays other accounts with different personas with no perceived connection to the Scotty account, the only reason it might be obvious Mixing is Scotty is because he wanted people to make that connection.

If Cell was actually capable of blowing up the galaxy with his single Kamehameha then Gohan, with his much more powerful opposing Kamehameha, would have done the same thing when he killed Cell. The fact that there was still a galaxy after that fight should tell you all you need to know about Cell's audacious claim.

Evidence of what, that there was still a galaxy remaining after the "galaxy-destroying" Kamehameha was destroyed by an even more powerful Kamehameha? There's nothing here to overthink, Cell was just incorrect in his assumption he could pull off the feat. You gotta come up with a whole bunch more complicated theories than that to explain the simple fact that if Gohan didn't destroy the galaxy then Cell certainly couldn't have.

I can see why people think Scotty and Mixing are the same theyre both great users.

I think it was a mistranslation. One of the games called the move Taiyokei Hakai Kamehameha which translates into Solar System Destruction Kamehameha. Cell probably said he could destroy the solar system in the Japanese version.

Also, keep in mind that DB's worlds are nothing like reality. I don't know why the planet is called Earth when it i clearly not Earth that they are on. There are only 4 galaxies. So theoretically, North Galaxy could be small enough for Cell to destroy. Broly did South Galaxy if you accept his Movie 8 feat.
