Oda said he wants to tighten things up, which is a good thing I think, there is a lot of fat on every OP arc that can be trimmed off. The chapters aren't very long and unless it's a series of particularly detailed and dialogue heavy panels it doesn't take long to flip the page. That's one of the greatest things about One Piece. It has had an established ranking for baddies, and they have more or less stuck to it since the beginning.
