Tell Jack to kill him? Most of the reasons I've read online have to do with "he was trying to make a point to prove Jack was being used" but in that scene he's telling him to sit and walk away, etc, etc. Couldn't Ryan have just commanded him to throw away the radio that Fontaine was using or jam the frequency (like Sander Cohen did in Fort Frolic) or even command him to disregard any further instructions from Fontaine/Atlas. And then Ryan has Jack on his side to counterattack Fontaine, and he gets to live and keep the city.
