Even a non-human, if the show-runners are feeling cheeky. Basically...there are some cases for which it's reasonable to complain about casting for the sake of race-swapping/pandering/etc., but this is not one of those cases. I started watching about a decade ago from the 2005 restart with the 9th Doctor (weeeeeell, not exactly but yeah), Christopher Eccleston. Absolutely. One of the Doctor's long-lasting enemies is fellow Time Lord the Master, who was a woman 2-3 actors ago. And the show has always been fairly liberal and egalitarian, so it's totally on brand.
