Then let me word it as taking out of the agency what had been our main campaign/motivation. By already preventing the villain's plan at the first of 4 seals, preventing the breaking of the first seal on an ancient evil god's prison.

The players have stopped your villain? Now he's got motivation to hunt them down and torture them specifically. Or if they managed to kill him? It turns out his lieutenant (or his lover, or his kids, or his now-uncontrolled super-weapon) can set their own plans into motion. Or a second villain, who was only holding back because he didn't want to provoke the first villain, is now free to begin their own plans. Hell, that villain you killed has now been raised as an undead slave to the Demon King, and he's really, really pissed at you.

Let the players celebrate for a while. Maybe local leaders praise their success. Throw a party or two! Then WHAM - assassins show up out of nowhere and murder some people close to them. Or one of the other three seals gets broken, and they realize that things aren't over yet.

(This was basically the entire framework of the Dark Alliance games - beat one bad guy, you open the door for the next one:

The villain is dead - and now the second villain can make his move. The good NPC that helped you save the day? He was working for the second villain all along. You killed the bad guy? Now the other bad guy can steal his stuff. You're hailed as champions of the kingdom! ...now you're expected to solve all the major problems, except now you're risking more and will probably be rewarded less. Winning sucks!)



CONVERSELY:

The players stopped the breaking of the seal of an evil god's prison? Well, that's certainly good news for the priests of the other evil god - now there's no competition for when they try to set their plans in motion. Or for that matter, who says it was an evil god sealed away in the first place? What if it was actually a good god (or angel, or other powerful being), and centuries of propaganda and deliberate misinformation has led people to maintain the prison for something they should all be letting out? Now you can slowly seed hints later in the campaign that can lead the players to realize how they've all been deceived - leading them to start going around breaking the seals themselves (only to be opposed by all the other good and noble heroes who assume they're wrong or lying). And then, of course, there's the double bluff - what if you convince them that the seals are actually trapping a good god, and they free it... and then it turns out it really was an evil god all along? Oops!

Or maybe the seals wind up not being important at all, other than as the intro heroic quest (it turns out heroes stop some villain or another from breaking one every few hundred years or so, it's no big thing). But it turns out that, while the players were busy protecting the seal, no one was paying attention while the second villain broke into some hidden armory and stole an ancient superweapon, and now he's got the orb that lets him control dragons, and he's using his dragon army to conquer entire kingdoms. Maybe have him mockingly thank the heroes for the distraction.

There's SO MANY WAYS to pull the rug out from the players. They short-circuited their way to a victory that prematurely jumps them to the endgame? Surprise, that was never the real endgame at all!
