As per Mr. Jarvis over at GameFAQs sister site, Dicebreaker. Includes a no shadow foil Charizard, one of which recently sold for aprox. $300k

It seems weird to me that a sheet wouldn't be just all the same pokemon.

machamp was decidedly not very rare in base set, and we can see why, because it wasn't meant to be

waste of money

It's because it's the foil run, so few cards get the foil treatment that they print them together on the single sheet. If they weren't foil it probably would have been a full sheet of Machamp or something.

There are some printing or laminating jobs where because of the cost of the material, I will get as many of whatever it is that I am printing onto a single sheet as I can. Every time there is something I have to laminate right away, I go looking around the house for anything else I can add to the sheaf just so I can avoid excess waste.
