I disagree with what you say TC, the internet can be a great place to learn about anything really. If a kid is stuck on their homework and their parents can't help because they are not smart then who does the kid go to? If the teacher is a lazy cow then the internet is the best thing.

A kid can watch anime, cartoon, series, movies, etc, on the internet for fun. They can play games on the internet.

By the way there are people 18+ who studies, so don't go assuming just because they are stuck on homework they are automatically they are 16 or less.
