The idea is the capital owner pits workers against each other such as domestic vs. foreign in order to divert attention to why the wages have not gone up is just because he as the capital owner wants keep more of the value to himself.

Do you recall the south park episode of "dey took er jerbs!" It was a parody of this very thing where people claim the foreigners took their jobs and depressed wages.
