If youre doing HTML, youll probably learn CSS as well and maybe JavaScript. Out of those, only JavaScript is a programming language ... Copied to Clipboard!

It's less about turning completeness and more about the ability to follow algorithmic instructions. At the end of the day, HTML is just a document that describes how a browser made with a programming language should display content. It's like changing the font color in a rtf document in word pad. It's a markup language. It's closer to the hidden formatting that converts a raw text doc to a RTF or DOC, or latex.
