Why was precrime considered a failure at the end?

Other than the woman wanting her daughter back it was pretty successful.

because it showed that people had a choice to not commit the crime if they were made aware of the crime they were supposedly going to commit thus proving the "system"(as in the 3 supernatural beings) isn't always correct.

not even just that, some of the cases even when the person didnt know about it they still changed their mind before actually committing the act.

didn't Cruise basically expose the original creator as a murderer who framed an innocent guy from the start of the entire charade? and didn't Cruise also prove the precog wrong by not killing the guy who he thought took his son?
