the people investigating the police need to not be otherwise reliant on the police. there should be a state level agency whose sole job is to investigate and prosecute crimes by law enforcement, prosecutors, district attorneys, judges, etc. people who actually have an interest in holding them accountable, instead of having to play nice because they have to work together on normal cases.

The issue is not primarily the cop who did it, but the entire system that protected the cop from any kind of meaningful consequence. That's not a bad cop, that's an entire support network of cops who protect bad cops.

Shit happens in my work too. A guy got fired a few months ago for inappropriately flirting with other employees. That's how you deal with "a few bad apples".

dont merely hold them accountable for their actions. they need to be held to higher standards than a civilian. if a cop shoots and kills an innocent person, thats worse than if a civilian does the same thing and they should be punished worse than if a civilian does the same thing. and it shouldnt be just the cop that gets punished, but higher ups in the department also need to be held personally accountable so that there is a motive to fix the department. and finally there should be an independent watchdog type organisation, with teeth

Just hold them accountable. Take away qualified immunity, have lawsuit money come out of their pensions and union, and don't allow them to just change precincts when they get in trouble. I guarantee they will change overnight.

I dont know about your state, but we have stuff like that here, but theyre separate entities.
