You are correct in what you are saying but the enemies are built around this lack of movement in the original RE4 so, yes, it would make it easier if it was added to that RE4. However,In RE4 Remake, if Leon can move and shoot, the enemies will also be built around that. They just have to make the enemies more proactive in coming at you.
