Forced sterilization of a large chunk of the population would become morally justitifiable to avoid worldwide mass starvation and wars. Energy crises, pollution, poverty, mass extinction, resource depletion, everything bad would get worse. The workforce would sharply decline as people(probably women) drop out of the workforce to care for constant babies. The world would be utterly miserable.

I am assuming fertility and fetal development in pregnancy are greatly sped up to match this timeframe. If not and every baby died at birth for being not even close to viable at birth...humanity would go extinct in under a century. Kinda fucked either way.
