it depends on context. if its something that is of very little consequence to prove, then probably they are hiding something. it is also true though, in situations where the request is ridiculous/inappropriate

Why not a mix of both?
They dont always have to tell you everything.
But its obvious if they just dont have evidence.

No one is really obligated to prove anything to you, if they don't want to. If you're just going around pestering them and demanding they justify things they don't particularly want to talk about, that just makes you the asshole.

On the other hand, if someone is actively evangelizing and attempting to convince others of their beliefs, then yes, burden of proof does lie with them, and they're sort of obligated to defend their own position if they want others to believe them.
