I can imagine 60 fps feeling smoother in low resolution than in high resolution, if that's what they meant.

Smoother at higher res. I can see it tricking the eyes to feel slower. More smooth lines that blend with the background vs sharper edges that make moving your fov more noticeable.

60FPS would be a heck of a lot harder to maintain at 4K than at a lower res, but assuming sufficiently capable hardware to keep an unwavering framerate then it would just be a difference in clarity.

Is the screen size the same? Screen size plays an important part.

Also depends how much post processing there is since it's a lot easier to fool lower resolution pictures into looking smoother than they actually hard
