Is the game that poorly optimized or is there something wrong here? Its noticeably worse when Im at Cayo Perico (which sucks bad because the Kostaka was the first heist property Ive bought), but Im normally somewhere around 60fps in free roam which makes no sense to me

Yeah. Maybe I should check if GeForce Experience is fucking stuff up. I have had that before where it was overriding the graphics settings in the game

I had a 2070 Super at the time I got it free from Epic. I only played for like 30 mins, but I don't remember it running not smoothly. Maybe it's a CPU hookup? When you're playing, does Task Manager say your CPU is at its limit or the GPU?

Also it should run fine, I have a 2070 Super, 4790 and 16 GB of RAM and it runs great on 1080.
