If anything, as terrifying as the second half of the 20th century was due to fear of mutually assured destruction, it probably did deter military aggression to some degree (ie, no one was willing to commit to total war for fear of setting off WWIII, which is why it's mostly been proxy wars and "police actions" ever since).
