There is not logical reason for it. If she told Poe that there WAS plan, 2/3 of the movie would not have happen.
I have seen two excuses:
For the first one, that is stupid he is still highly ranked and leads a number of their fighters. But if you want stick with that. Then tell him a plan exist. Don't act like one doesn't exist.
