I feel like Harry Potter 3 made that pretty clear, or at least I thought it did. Why did JKR eventually double down and make a show of destroying them?

She is dumb, and a terrible person.
Sure Harry Potter is a fun series, but there is alot of plot holes, and contradictions in statements for the series. Like hogwarts housing 1000 students, and there only being 40 kids in harrys year. --- ... Copied to Clipboard!

I don't think there's anything to support the idea that they "only fulfill it", particularly given the alternate future in Cursed Child. It just looks like a fulfilled future -- particularly in that case -- because they arranged the events to avoid a paradox.
