Ostensibly they are calibrated based on human reaction time and relative risk if you don't come to a timely stop. That's what they teach to transportation engineers at least. Calculating stopping distance based on reaction time + speed limit is how yellow light timers are calculated at least. Idk if it actually factors into speed limits.

I seen a video not too long ago that talked about this basic idea. I forget where it was but it had speed limit signs with really unconventional limits.

For example like 17.5 MPH

Which works a whole lot better to slow people down. Because most people don't follow signs, they see the same signs all over and it doesn't work to control someone's speed.

However, when they see 17.5MPH they think ? What the actual fuck, "No way I'm doing that" and then end up going the speed the city designers want them to.
