Either it's rallying and those votes don't count, but other votes for that character would count and he's still have enough... Wasn't Marche once a big thing in one of these? There weren't 15 people who said "oh Marche is my favorite FF character", there were people who thought it'd be fun to take him far. Difference is that, in this situation, people like Stamp. I thought he was seriously one of the best things added to FF7R.
