Very begrudgingly.

He filed a concurring opinion saying he'd strike it down, but the plaintiffs didn't raise an argument that gave them the standing to sue. Basically said he agrees the law must go, but the wrong person brought it.

The argument was that since the 2017 tax "cuts" bill changed the mandate to $0 (notably did not remove it) the entire bill should be struck down because reasons. The 7-2 decision was merely striking the suit down for lack of standing.
If a you remember a couple years ago when a Texas judge "killed" the ACA, this is that case.

Worth noting that this was just a ruling on standing not the merits.

I'm fairly certain the 2017 Republican law to reduce the penalty to $0 is in fact unconstitutional. The only issue with that is that if it is found unconstitutional then the 2017 law would be rolled back, not the ACA.

And I don't think anyone wants to be responsible for re-instating the penalty.

it isn't that setting penalty to 0 is unconstitutional

it's that without the penalty, the rest of the law will produce a rapid, cyclical upward cost growth rate as insurers have to view clients as greater and greater risks, since now it's financially viable (note: not to be confused with safe or a good idea) for people to only buy insurance when they need it, and drop it when they don't

republicans are trying to use that as an excuse to kill the rest of the bill. but "it has to be repealed now because we broke it" is not a very good argument to make to voters, hence why they tried to make it in courts instead
