drivers are allowed to find somewhere safe to pull over. she had her signal on, and was driving at a reasonable speed. she did literally nothing wrong (besides maybe whatever got the cop's attention in the first place)

Much like the National Guard Lieutenant from a few months ago, if you don't feel you are in a safe area, you do not immediately have to pull over. I have had a cop pull out behind me and follow me a bit before turning his lights on just for the convenience of an exit ramp.

The differing indicators between you running from the cops and finding safer harbor, would be hazards and slowing down but still rolling.

Also in medical emergencies where you are rushing to a hospital carrying someone with life threatening injuries or extremely pregnant, you don't want to be legally mandated to stop within X amount of time. I've seen cops take upwards of a minute to get out of their car (taking plate number before hand, talking with dispatch, etc) and that time can be the difference between life and death or a delivery happening in your vehicle.

Even so, pit maneuvers are advanced techniques and should only be employed when you know you have a dangerous fugitive that you need to stop, dead or alive. They should never EVER be employed against someone that "didn't pull over fast enough".

If a cop pulls someone over and they don't stop for a long (15-30+ minutes depending on area) time and are clearly wasting a cops time then rack up the charges but you should never employ a technique that has a non-negligible chance to flip a vehicle and kill someone (that isn't actively dangerous to those around them)

You can be as wrong as you want and still be right.

Doesn't change the fact that a pit maneuver is dangerous as hell and should only be employed when it is absolutely necessary to get a known dangerous fugitive to stop

Police Explain How to Pull Over When You Dont Feel Safe

Every Tuesday, the Arkansas State Police explain an Arkansas law.
On Tuesday, ASP explained what fleeing is and what to do if you are not comfortable in the location you are getting pulled over at or if you dont believe it is a real cop pulling you over.
Police explained that if you see blue lights and arent comfortable pulling over, you need to follow these instructions:
First, police said if you are not comfortable pulling over in that location or are not sure it is an actual officer, immediately slow down and turn on your hazard lights. Police said that will let the officer know you see them. Next, police said to move to the farthest right lane and continue to drive to a location where you feel same. Police said under a street light, a gas station, and exit ramp or side road are examples of where to stop. Police said if you think the vehicle pulling you over is not a real police officer, call 911.
Arkansas State Police said if these instructions are followed, you will not be charged with fleeing.

And this specifically regards Arkansas law.

As well, it is taught in their drivers license guide from other discussion I saw online.

The only thing you can argue she did wrong was maintain going the speed limit instead of slowing down to something under it and that's only if you're wanting to be fair to the officer's logic. It still doesn't make lethal force an appropriate response.

If not fired, permanently barred from Policing, and Military. Attempting to bypass the ban is the death penalty or life in prison.

Unless she had displayed that she was a danger to others on the road, that PIT Maneuver is excessive force and illegal per the supreme court.

Also, what she did was textbook. She had her hazards on, slowed down, pulled to the right lane. According to Arkansas own laws that should indicate to the cop that youre looking for a safe place to stop. Not only did this moron cop not know the laws in his state, he decided after two minutes that enough was enough and flipped the car. Like, how stupid can a persons be? And this idiot then blamed her for it.
