...when they say they can't help it? Like are they just screaming because it feels good as an outlet for stress in a scary situation, and if they wanted to, they could suppress it?

Being genuinely startled triggers the same reaction as getting hit. I honestly doubt anyone who says they don't make some kind of noise if something really loud goes off in the middle of the night or something. Unless they're either trained for it or someone who's so quiet most of the time they're not used to using their vocal cords.
Although there's a difference between genuinely getting startled out of nowhere when you're just going about your day and bracing yourself for a jump scare where you could probably suppress that if you tried.

I know what type you're talking about. My niece will scream super loud like 2 seconds after the scare. It's super invasive and triggers my most irritable feelings lol. But I try not to react to hard to it and give her the benefit of the doubt. Seems like it's completely unnecessary since it's offbeat.

Sometimes I jump.

Sometimes I yell.

If I think Im being attacked I typically yell.

If I am being shocked I typically dont make a sound.

I assure you. If you hear what you think is a bears roar or a giant bird flapping right at you unexpectedly, you are more likely to make a sound.

This. I had to stop scaring my girlfriend because we got noise complaints about the screaming.

Also, why is it so much fun scaring people? Like, it's one of my favourite things to do, but I have to dial it back.

You're saying if you're up in the middle of the night getting a midnight snack and a pot suddenly falls on the ground while you're turning on the lights or a spider suddenly appears in front of your face you wouldn't audibly make an "ahh" or "oh shit"? I doubt that unlike like I said you're someone who really rarely uses your vocal cords. I'm a relatively quiet person myself and I'd still make a noise if that happened.
