Did Wanda just create mutants in the MCU universe? Pretty sure I just watched her create Photon (Monica Rambeau). Could that mean everyone who has gone through the barrier could be a mutant now?

Maybe? But only Monica went through the barrier at all. And Hex Vision.

The show seems to treat Wanda expanding the hex as different than characters forcing their way in.

Monica is not a mutant. Powers originating from a magic spell goes against the entire idea of mutants, as their powers come from a genetic mutation.

No, I read your post. I'm just saying everyone in the Hex technically went through the barrier, not just Monica and Hex Vision. Monica is the only one who went through more than once, from what I recall.

I cant remember, but the lady from Thor seemed to imply Monicas dna was being altered because she was being forced through the barrier. Like, the show seems to make a distinction since every other character had no adverse effects.

I could be wrong, but it was only after she went through the barrier unauthorized a third time did powers actually stick.

I'm not sure we can say that every other character had no adverse effects 100% because they didn't do a DNA scan on everyone, at least not on screen. And Monica's DNA was changing before she went through the 3rd time.

The quote is "the energy inside has rewritten your cells on a molecular level twice".

Either way, Marvel makes a distinction between mutants and mutates. Mutants get powers from being born with the X-gene, whereas Mutates are people who are changed because of external factors. Like Monica and Spider-Man.

No. As has been mentioned, mutants are born with their abilities. And Monica gained hers by going through the barrier repeatedly.

Yes but there currently are exactly 0 mutants in the MCU. They need a way to introduce them. Adding the X-men universe Pietro was a nice touch and could also have been a bit of foreshadowing.

I've been reading bits and pieces about The Eternals and they could theoretically use that story as a way of introducing mutants.

I'm excited to see what happens either way.
