Nope; It's not uncommon for distant Borg cubes, particularly those that lose communication with the hive, to sometimes regain individuality... the solution to this is to sever the translink communications with those particular drones if self-destructing them or their ship isn't possible (a couple Voyager episodes about this)

Now, you'd think that this could still be an angle since Voyager hasn't caught up to the movies yet... however, Captain Picard in First Contact does specifically mention that the Borg Queen has always been there, a voice in the shadows

Canonically, no, because the (or at least a) Borg Queen existed before the Enterprise discovered Hugh.
