Sadly as computers and video games became more popular, the spirograph faded from common use, which left many would be artists, with no real talent for art, without an outlet. This led to an increase in frustration and anger especially in those young, and eventually this caused increase gang activity, violent outbursts and especially REALLY BAD graffiti. Worse the actual artists would see this graffiti and it would enrage them, so they would then have a turf war with the bad artists gangs and it created an endless spiral (but not one made from a spirograph mind you) of violence.
