I'd note that NC's governor is a Democrat who won election in large part due to the backlash to NC's anti-trans "bathroom bill." Not sure what their rules are about the legislature overriding a governor's veto, though.

This wont even pass a judges desk, 21 is to high of an age limit, if it was 16 it might pass, and that's only because its can be said "for the child!"

This reminds me of another discriminatory practice, where doctors and nurses would notify child welfare authorities whenever First Nations women looked like they would be unable to accurately care for their newborns. It had been in use for decades, and was only finally stopped last year.

But yeah, Republican states are all for no government overreach, except for deciding what you can do with your body and where you can take a shit.
