What was "stolen" according to that text was probably super soldier serum that was probably meant for new cap and is the real reason why they were intercepting the trucks. Sam (and Bucky and Zemo) seem like they're taking the Captain America role, but they're going to end up being the Iron Man. Initially rejecting being on the books, but coming to see that they can work within the system. Karli & the Flagsmashers seem like they're the Zemo, but they're really going to be the Cap. Outsiders see them as a force of chaos, but they're fighting for a noble cause, even if it means bending the rules. Walker (and Hoskins) will initially be a decent Cap, if not exactly the one we're used to, but will eventually fall in with the actual Zemo, Power Broker. He'll keep failing to live up to his idea of what Cap needs to be, decide to take the shortcut, and it won't go well. --- Boom! That's right, this is all happening! You cannot change the channel now!
