tremain07 02/23/21 6:24:28 PM #4:	Scramble was developed alongside Royal however they did not know the story of Royal and so they had no idea how the plot of Royal would play out and thus that's why a certain someone is not in this game. It's no different than why a certain someone was missing from Persona 4 arena.
