sounds like the south alright

this was typical when i lived in San Antonio. Also, i lived in the shitty part of town and there were gangs of roving dogs that were half feral and would chase me on my bike lol

Yeah I might if they keep it up. So far I've just been bringing their dog back and knocking on their door and telling them they shouldn't leave it outside

neigbors aren't doing a very good job with that dog. if i was them i wouldn't leave it outside.
dogs need to be indoors in cold and rain.

It was common where I grew up in the country. Dogs lived outside. You had dog houses filled with straw and blankets. People would bring them in if it snowed too much.

Only in the past few years did I learn people were against outdoor dogs.

I'm not necessarily against outdoor dogs, but when you don't have a yard and don't leash them up it's pretty problematic. The weather is just another layer
