Someone in my household actually engaged with the caller. They pressed windows + r and told them the number, but when they asked for them to type something in the bar they finally realized it was suspicious and ended the call. Now I'm a bit computer illiterate myself, I just wanted to know if a scammer/hacker can do anything if the unsuspecting person gives out the number that shows in the bar when they press windows + R.

The idea is to eventually gain remote access to your computer, which they can't do unless you consent to it.

They'll usually tell you to press Win+R, type in "cmd" or "powershell", then type in various other commands.

How dangerous it is depends on what exactly they get you to type in, but the answer is usually "not very". The exception is if they get you to install / run something like TeamViewer / ScreenConnect / etc. More often, this portion of the call is to get the user to do stuff that sounds confusing, and where they won't understand the information the computer gives them, which of course the caller can then claim means anything they want to claim. Then they move on to the remote access to "fix" the issue.
