While you could make the argument that the capitol rioters were emboldened by law enforcement's tepid response to the invasion of other government buildings -- including the fact that cops evacuated a police station in Minneapolis which rioters then set on fire (seriously, is this even America any more?) -- that's not the common man's fault, unless the argument is that we should have been pressuring lawmakers and officials to do more about those incidents. However, even as their cities were burning, a lot of mayors refused federal assistance and didn't fully direct resources to quelling the unrest, so I'm not sure pressuring lawmakers and officials would have helped. The only people who could have done anything were the city and town residents who should have recalled their mayors and -- in some cases where riots went on for days or weeks while the mayors refused assistance -- insisted that charges be brought against them for their negligence, at which point every other mayor in the nation would wake up and realize that they might be held accountable for their inaction.

However, the average person anywhere isn't going to have the kind of pull needed to call for officials in another state to do what they should have been doing in the first place. And just because mayors and law enforcement weren't doing what they should be doing to stop rioters, that doesn't mean that the rioters shouldn't have known better. The people to blame for the riots were the rioters themselves, some of whom came organized and were coordinating during the riot. The guys directing traffic during the break-in are the people who should be focused on.

I see things a little more dytopian... that the riots are just a natural extension of cultural irreverence; they weren't rioting 'cuz of any political intrigue, but simply because their 'sports team lost'.
