Anders forced everyone to see that since the first thing the Templars did was start massacring mages. It was inevitable, as you see just how corrupted the circle gets at the end and how many blood mages fill Kirkwall's streets. If he hadn't done it, something else horrific would have happened instead. If you rival Anders, he tries to stop his plan but he's an abomination and Justice (Vengeance at that point) overtakes him and forces him to do it. If you friendship path him, they basically become fully united and he does it of his own volition.
