You see a friend and tell them you want to hang later and will call them. You had no intention of doing this and won't.
You do this all the time to all the people around you.
You might tell someone you been thinking about them everyday but that is a lie to make them not mad that you haven't called them in months.
You might tell another you were thinking of getting into the hobby they like and spending time with them, but you actually really never thought of that.

Is there a disorder term for this?

No, that is not normal.

Like if you do it to certain people sure, but I know someone who basically does this to everyone they know.

So this person I know is a social butterfly. Everyone loves her when they first meet her.
She seems so nice and sweet.
It is hard to notice, but she apparently lies alot about how sweet she is.
Example, this other girl was just her best friend ever, she would sleep over at this other girls house (this girl didn't have her own place), then she leaves for months, didn't tell the girl who was her best friend goodbye or where she went.
Later she came back and tells this girl that she thought about them daily.

I also experienced this weird thing where she told me stuff that I was like "nope that is totally not how you feel, so why say it?"

I mean I put up a fake smile if it means getting the answer I want, if it means getting something from someone, if it makes people get the job done better.

But if you are just using everyone around you, kinda seems like a disorder to me.

It's not like you hate them or wish I'll upon them. You're just using basic soft skills to get the the job done.

How can you tell what someone's intentions are?

I can't relate to everything you said, but it seems pretty normal to me. It's pretty common IME for people to say stuff like "let's hang out again sometime" and they do mean it but it can just be awkward trying to initiate that conversation and plan stuff out so it doesn't happen. Or maybe you do actually think their hobby is neat but you realize later on that you don't have the time to get deeply involved in it.

Well, when it keeps happening to multiple people you can conclude they were just not being honest.

I mean, I sorta feel what you're saying. I wouldn't say there is necessarily anything unusual with those behaviors by themselves, but you definitely start to notice with certain people when it feels like a pattern. But I don't think that means they have a disorder
