Well you left out the part you were supposed to include, but that only makes it slightly harder.

Case 1: One hat is lying, cat is either in 1 or 3, liar is either 1 or 3.
Case 2: Two hats are lying, 2 with liars 1 and 2.
Case 3: All hats are lying, impossible.

Which would mean there were meant to be 2 liars.
