I think they're saying that because he had an altered state of mind he wasn't accountable. But people in an altered state of mind such as being high, or drunk, are usually held more accountable for what they do while operating a vehicle in that state. --- No locked doors, no windows barred. I may have bipolar disorder as well)... no. It is not an excuse. Get a fucking therapist and learn to live with it.
