You're supposed to upgrade dragon or else it sucks for the rest of the game. You can upgrade by fighting Manila and then you will plenty of strong moves for the style.

Been a while since I played but IIRC when a boss glows a certain color you switch to the corresponding form and if you have enough heat you can do a special Kiwami Heat Move (assuming you unlocked/bought them)
