This could take forever to talk about so I'm just gonna post once.
Help people feel good. Kill people feel bad. It mostly comes from that feeling that we have inside, is my guess. But then we'd have to wonder are we animals? Or are we inherently good? No idea. Generally the more a thing conforms to western liberal democracy, the more likely it is to be considered good. At least at the level of countries.
As for who decides that... It doesnt seem like one person or a group. Events happen and then you can choose to put faith in their correspondence to some more consistent reality.
