Headcanon answer I just came up with: Since we view yellow as the color for caution, painting everything yellow is how corporations whittle down our ability to spot danger and thus make us easier to control.

Hmm, I guess that could be it. But then again, in those two games, kinda everything has yellow theme, not just atmosphere. Like the advertisements, tech, etc.
Deus Ex even has glasses of that color.

Oh! Other example is Blade Runner.

yellow seem futuristic, much like hexegons.

Honestly, I'd like to believe it's because of the amount of artificial light (which generally has a yellowish hue to it).
