Personally, Kuvira is the best overall. From design, fighting style, and character motivation.

I feel like the time skip stunted Kuvira's opportunity for character development. It went from "oh hi my name is Kuvira" in s3 to "oh hi I'm a fascist war mongerer" in s4 so quick.

This has always been my problem with time skips. More often than not they skip on things we actually want to see like character development.

See, if the Korra seasons were longer, they could have spent time fleshing out characters (and hopefully not wasting precious episode time on ridiculous love triangles for nearly 2 seasons which is utterly bewildering)

At the very least, they could have framed the story through flashbacks to Kuvira's history and her rise to power if they absolutely had to time skip. That could have been a cool narrative form, especially seeing how Kuvira went from having the best intentions of uniting the kingdom, to gradually needing to be tougher and harsher because no one respects her and all the outlaws continue wreaking havoc, so if respect wasn't given then she would use fear instead. All told through flashbacks at key moments in the story. Not so dissimilar to how they told Zuko's story.

They kind of did something like that in the comics which serve as a direct continuation, but it's a shame they didn't for the show.

I really liked Kuvira's concept, "the great uniter" is a fantastic mantra that could have really served to make the season more complicated with no right answer. Instead of devolving to "let's research this macguffin magical spirit energy and make a spirit cannon and giant mecha"
