It really baffles me that Congress can pass a budget, which is essentially an edict for the executive branch to spend the money, and then turn around and not give them the money they're legally required to spend

It seems like it was designed from the get go to be a political tool rather than a standard housekeeping procedure

No surprises here except that Mcconnell wants to pass stimulus during the lame duck. Rock and a hard place for dems there, if they play hardball they get blamed for no stimulus, if they cooperate GOP gets all the credit.

Best case scenario is for Trump to loudly torpedo stimulus.

I actually hope Biden only wants 1 term so he can scorched earth. The right wants austerity you slash the military budget so much you balance the budget.
