Rule of commonality. You can almost never, ever ask a random girl for her number, unless she is literally giving you sex eyes from the get go. Otherwise, you need to be in a social situation where you can talk to her for 5 to 15 minutes, make her laugh, have something in common. So, job, party, school, dance class, etc etc etc. I went to a crafts store the other day and it was full of hot chicks, it seems like a lot of stores like that are. I talked for 5 minutes to the girl at the counter about wrapping paper. That would work too.

Pretty much this. Its the same reason why certain beggars with some sort of ease of speech try to strike a 2-3 min conversatio with you. They may ask where you from or which team you root for and he might mention that he follows the same team or that his father was born in your hometown. The point is, after those 2 or 3 minutes, chances are you already forged a tiny bit of affinity with him, so if he asks for a buck or 2, it will much harder to say now as opposed to just asking for it at the very beginning without saying nothing else.
