If the election is happening, then yeah, I'd say campaigning is essential. As with any other essential work, carrying it out without taking all possible precautions (wearing masks, not holding giant rallies, appearing virtually whenever possible...) is reckless and irresponsible, and its necessity doesn't change that, but it is something that needs to happen for the election to proceed properly.

so, you think doing in-person rallies, when there's a possibility of being infected, is inappropriate, right now?

Generally, yeah. For the most part, nobody needs to hold rallies in person, so holding one is an unnecessary risk. If they are going to hold one, it should be kept to a very limited number of people so everyone present can maintain a safe distance from each other, masks should be required, and it should probably be outdoors.
