The most prominent of Lumsdens controversial face tattoos is the number 88a white supremacist numerical code that uses the letter Hs position in the alphabet to denote Heil Hitler. (Lumsden claims the number alludes to the year his father died, though did not provide evidence.)

In what context did a man with Nazi tattoos appear?

If they're doing a CNN-style expose on racism in America or something like that, it would make sense to interview someone who had those views. If it's a car show or something and the dude working on automobiles is a Neo Nazi, they might wanna cancel him quick.

It's a fucking history channel, I'm sure history has made Neo-Nazi's do stupid shit. Spoiler alert, they also say horrible things in America History X to show the impact/negativity that Neo-Nazi's have had.
